Yeah, Chris I had forgotten about that one. Horrible, should have been offensive pass interference and the Packers also intercepted the pass. Its then ruled a touchdown for Seattle, what a joke.

This one was a heartbreaker for the Cowboys.  Probably not the right call, but my team advanced.  Still, I really don't like it if my team wins or loses on questionable call.

Yea, that was definitely a catch by Bryant.   But there were still 5 minutes to go in that game, with Aaron Rodgers at QB.  Even if the right call had been made, it's hard to say Dallas would have definitely won the game.

Kind of like the Saints' game.  Horrible call, but we have no way of knowing what happens had the PI been called.  Brees and Payton are both gamblers.  Do they play it safe and take a knee 2 or 3 times setting up the likely game winning FG or go for the glorious TD?  If you can't answer that question, and no one here can, you don't know how it would have turned out.  Next play could have been a fumble or INT.  Who the heck knows?  And the Saints still had a chance but gave up the FG tying drive AND then had the INT in OT.  Anyone can say what they think would have happened, but it's a wild ass guess. Still, a horrible and very unfortunate call that the NFL seems notorious for.

Do they have a referee that can make a final determination using video playbacks during the game?

Rugby uses it at top level and it’s. about to be introduced full time in Premiership football next season.

They have replay, but not for penalties.  They've tried to make a catch an exact science, but blown calls?  Apparently no big deal.  I suppose there are several thoughts on this. 1. blown calls happen just about every single play, although most of them seemingly don't alter the outcome of the game as much as those in the waning moments of a game.  And 2, it would slow down the game even more by reviewing penalties.  The thought is also that it usually balances out.  Every team has bad calls go against them.  Some like the New Orleans Saints vs LA Rams and the video 70s posted are just egregious examples.
