Seems like they could do something with that other than dump it back into the ocean. Like evaporate it more and harvest it as sea salt or something. Maybe build more efficient evaps. Or filter desalination.

I've always wondered what kind of crap is going to come from years of packing people into So Cal, parking & the free ways are a joke taking down houses & putting up 4 unit condo's or apartments & lot's of bigger one's?  millions of illegals on top of the rest that live here & people's junky cars dumping trash & oil down the storm drains on n on & it all winds up in the ocean.  I remember even in the early 70's surfing SM there were a few times the beaches were closed after storms when all the crap, dead animals & shit that washed out to the sea one time the county gave free shots to anyone that had been in the water it was so bad..

HBO Real Sports did a story a month or so ago about the Rio Olympics.  Apparently, they dump/allow raw sewage to drain downhill directly into their bays.  It runs raw right down gutters/cement gully type pathways.  Really no other alternatives due to lack of actual plumbing in the favela areas.  Some of it was obviously pretty damn nasty stuff.  The IOC was telling athletes competing on or in those waterways (you know, like triathletes) to not ingest the water.  This was the alternative to the IOC helping to fund an actual cleanup, which is what they agreed to do when Rio won the bid for the 2016 summer games.  The actual cleanup never happened.  They do have boats equipped with skimmer type of devices that remove floating debris, but nothing is done with what is "in" the water.  

As far as this story, doing something else with the salt/chemicals used in the desalinization process would be a good thing since dumping it back in the ocean is a less than ideal solution.  Probably the cheapest, but that doesn't make it the right one.
